Had PS3 emu installed on old OS drive, moved it (entire folder) to my new OS drive. Will it work?

What if I move it back to original drive?

The absolute true answer on this is maybe.

So you have installed Windows over again? Why not just install the program over again?

You can try and see how that goes. Some programs (binary files) can be moved while other cannot. It completely depends on it's design.

Yep, cannot. A bunch of dlls are now missing. Guess I could have just tried it.
