Is it possible to take a hard drive with windows 10 retail edition on it, and move it into a new system without reinstalling windows?

You may find this article helpful. http://www.howtogeek.com/239815/why-cant-you-move-a-windows-installation-to-another-computer/ Personally, I would simply reinstall windows 10 on the new system. That's really the best thing to do. I would not do it the way you're asking.

If Windows 10 has been activated, it will not work. Windows binds to the users motherboard, so you can't transplant operating systems between boards.
