Moving Windows startup files

Could i use the fresh start option to re-install windows, on a single hard drive, and keep all my data? Background:
I have two hard drives, one 1TB and one 250GB drive. Windows placed the boot files on the 250GB hard drive and the rest of the OS on the 1TB drive. I accidentally had the 250 GB drive plugged in while installing windows.

witch one you want to use for os and the other for files and data so you could do a full install on the 250 for os and use the other 1 tb for games files pictures and music .

I would like to use the 1TB for OS, games etc. Because the 250GB is around 10 years old, i want to make it so i can run windows and play/store games, with only the 1TB drive. I am looking to get rid of the 250 GB drive. Or use it for extra storage, should i ever fill my 1TB drive

then i would use the 1 tb and made a os partition for about 200 to 250 gig then the other for games files and data like picture and audio so if you get a sdd after so you could transfer the os on it and delete the one from hdd .

Would i be able to make a 200GB os partition on the 1TB hard drive without deleting my data thats already on the drive? If so, how would i move the os onto a specific partition while keeping my data.

no realy the os will ask to format the drive so copy data on another drive and if you could afford a 250 gig ssd use it to install the os on .

You could transfer all the 1TB files you want to keep to the 250 GB. Then disconnect the 250 and install windows on the 1 TB. Then copy over the files to the 1TB. Then format the 250.
