What the system you're running? Windows DVD Maker only works on Windows 7/8.
You can also use a 3rd party DVD burning software, it would be more easy to use than Windows DVD Maker.

I personally use Any Video Converter. It has a free version which is small in size, easily downloadable and easy to use interface. You could go for that. Or, you could go for Total Video Converter too. These 2 s/w can convert any format to any other format.
