MS Config Start-up menu question

Archived from groups: microsoft.public.windowsxp.configuration_manage (More info?)

I have an entry that reads as follows:
/L:ENG
in both the 'startup item column' and the 'command column'.
It is located in HKCU\software\microsoft\windows\currentversion\run

Can anyone tell me if this is a legitimate entry?
