MS Framework 4.0 froze on install.

I just re-installed my Win 7. After I attempted to install MS Net Framework 4.0, the installer simply froze. I cancelled it and after installing MS Visual Redistributable 2010,2012 and 2013, I attempted installing Framework 4.0 and this time the installation worked. Any idea what the problem was? Other programs were installing without any problems.

software hickup, update which was needed before .net or faulty hd,...

I just did a HD scan with HD Tune (quick scan on the free version) and no damaged sectors were found. In addition, I deleted the VC packages and attempted to install Framework 4.0 from the same installer, and this time it DIDN'T freeze, which is very strange. Maybe it was a software hickup indeed? Any ideas to find out what it was without having to re-install my Win 7 again?

have a look at the temperatures

install memtest86+ on an usb flash drive and boot from it

check HDD with its manufacturer´s tool

all drivers up to date?
chipset of motherboard, graphics , audio

I ran memtest86+ and I am totally confused. The program initially made a pass on a blue screen, which took almost 40 minutes. It found 0 errors. Then it started 1 of 4 passes on a black screen. I waited only for the 1st one, as I don't have the time - again 0 errors. The temperature of the CPU is 70 C.

However, the thing that bothered me is that everytime I hit exit to quit the program, my laptop simply boots from it again and again. I had to literally plug my flash drive out on one reboot so I can go back to Windows. Is this normal? And did I ruin any hardware (Motherboard, Flash drive) by doing this?

It can't be my laptop, as other USB drives boot without any problems.

memtest made the flash drive to be bootable, like a operating system.
You can format it, if you don´t need memtest anymore. completley normal, no problem there.

70°C without stress/load? just idle? that´s way too much.
try cleaning the vent holes
