Ms or Hz ???

Hey there, I'd like to know which "frequency" is more important foir gaming (ms or hz) ???

Obviously I'm talking about monitors, I know that the best one would be a 144 Hz, 1 ms, TN panel, but they are pretty pricy ...
More specifically I'm looking for a 24" monitor (If it isn't possible, till 27" is fine)

Within reason, the refresh rate (hz) is more important.

This is due to several factors:

Most response times (ms) are fibs / untruths / wild speculation and a direct comparison between brands is pretty difficult
Most monitors now that aren't the very bottom of the pile have a perfectly good response time for gaming
If you have the GPU horsepower to provide it, high refresh rates look great and reduce eye strain
