[SOLVED] MS Surface slows down for no reason

My surface pro with 8GB always starts to slow down after only using 80% of my memory. I would have maybe 3 apps open and I can immediantly tell a differnece in speed. I tried using ccleaner, defragging hardrive, and cleaned up my files, and disabled startup programs and nothing worked. I'm currently on a different computer, (not a MS Surface) and im using 99% of its memory and its working fine. Any know why?

At 80% it is likely to start caching to the drive and that will slow everything down. As above questions to help work out why.

FYI do not defrag a solid state drive.
