"oem" = "original equipment manufacturer, "
A company such as Dell, who assembles and sells a whole PC. Including the operating system.

The version of DOC included with such a system may have been slightly different than the DOS you and I might buy off the shelf.

It may have included specific Dell customizations.

I'm not sure how the licensing system was back then, but if it's like today, OEM versions of operating systems also have limited support for the end user. As in, Microsoft may not help you, they expect you to go to the OEM.
