How can I turn off the msg command on winxp and win2k clients?

If you're talking about NET SEND, go to Start, Run and enter SERVICES.MSC Locate the Messenger service (not to be confused with Windows Messenger) and set the service to Stopped and Disabled.

If you're referring to something else, be more specific.
