this is the cheapest 1060 i can found (around 310 usd), how is it performence compare to Armor or Gaming X (363 usd)?

the armorx3 comes factory overclocked and has a overhead fan cooler for overclocking if you chose to do it
do you plan on overclocking? if yes then a non reference design would be a better overcocker if you dont plan on overclocking then just stick with the refrence design

either way the gtx 1060 is a great card

Purchasing a AIB GTX 1060 card doesnt mean you are a Overclocker, i have a Asus ROG Strix and havent overclocked it. So your advice, getting a Founders Edition instead of a AIB doesnt make any sense. OP, All AIB Cards are the same, the diffrence is the Cooler, speed (some of them are higher factory overclocked).
Do not buy a Reference GTX 1060 (aka "Founders Edition") it will run hotter and isnt a good card to overclock with.

is this a non-ref design? i'm not planing to OC now but maybe in the future with custom air-cooling
 
the reference cooler on GTX1060 actually are not that bad unlike how it did with 1070 and 1080. even with OC the temp did not reach 80c in TPU test:

and the cooling performance are not that really inferior to some other non reference design out there:

the reference design have the advantage on small cases especially mini ITX cases because the card did not dumb the hot air back into the case.

so as long as it's not a FE it will be fine? my card choice have only 1 heat sink
