MSI Afterburner changes to core GPU clock not taking

I guess this actually classifies as 'Underclocking' but this is the most relevant place for my problem. Evga GTX 980, I need to underclock my GPU by 30Mhz or so to prevent crashes in Swtor. I was using Evga Precision but found out what a terrible program it is and ditched it for MSI Afterburner. Anyway, after I knock the GPU clock down by 30Mhz and apply, I do not see my clock speed is lowered in GPU-Z. Previously in GPU-Z the default clock would be 30Mhz less. I also know it's not taking because I've been getting crashes in Swtor. Seems it stopped working after a reboot. I'm fairly certain it was working before, unless the downclock in Evga Precision stuck and Afterburner isn't actually doing anything. Anyone have any ideas why the changes to GPU core clock would not be taking?
 
Bah, after powering up PC from sleep mode today the downclock took! Wth? I don't get it. Is it possible that Evga Precision is causing a conflict with Afterburner since I have it still installed?
 
Has something to do with having Afterburner set to run on startup I guess. If I reboot, any clock changes don't go into affect until I close and reopen AB.
 
I wonder if it's loading before the Nvidia drivers or something, startup is ridiculously fast. I get the startup sound before Windows even shows on the display.
 
Not a problem with the card, doesn't happen in any other games. Swtor just uses a garbage game engine, and it will likely be the death of the game. Funny having to suffer frame rates in the 30s with a GTX 980, lol...but whatevs.
