MSI afterburner target temp?

I have a gtx 1060 single fan 3gb, my target temp on msi after burner is 83, when i move it down power limit goes down from 100, what would would happen if i took the synchronization , and kept power 100, and made target temp 75? ive heard it would "throttle" but not sure what that means

Ahh right i thought you had by you putting "when i move it down power limit goes down from 100". Are you running a reference Nvidia cooler or 3rd party? If its a reference cooler then 82c sounds about right, as i said GU's can run safely up until around 90c so i would just leave it for now. If not then lower the target temp in lots of 2c in order to work out at what temp it throttles then set it above that.
Throttling is what your card is doing at the moment reducing the power in order to cool down the card. I imagine the card would stay at 100% power and the fans would be working overtime to keep it cool. If you do it i would say closely monitor the temps while your using it.
 


My guess is because you're lowering the target temp the cards cooler can't keep it cool enough so its having to throttle the power to meet your temp requirements. GPU's are safe to run up to around 90c anyways. What does the card run at without you setting target temps?
 
I haven't changed the temps yet that's why I'm saying I'm not throttling. My question was if I should. My temps run around 75-77 with 80% fan speed . But hits 82 with auto fan.
