is this bad? i can buy a small fan and maybe attach it in some awkward way but im too scared to take off the heatsink cuz i screwed up once in the past with doing that

Thats your motherboard controller temp, not your CPU. DO NOT take the heatsink off. Your CPU sounds like its cooling fine, you have no performance issues, and that temp isn't too high. You're fine.
