MSI AMD Radeon R9 390 low fps and performance

I've had my computer build from scratch for about 10 months and I've always had performance issues but never bothered trying to figure out what's wrong until now. In games like Fallout 4 and GTA5 I average between 30 and 50 FPS but even goes lower than that sometimes. Here is my system information:

I am sure I should not be getting such bad performance from this build. What are some possible causes and solutions for the issues I am facing?

Who is your card manufacturer? Google a review of it and look for the temperature page to see what you should be getting. For example https://www.bjorn3d.com/2015/06/msi-r9-390-gaming-8g-amd-300-series-with-a-custom-kick-from-msi/4/ this card is at 72 under load. Expect to run a few degrees above what they get in the review.

EDIT: re-read the title. I'd call or email MSI and ask them for their opinion on those temperatures. They will probably RMA it but if you want and feel confident doing so you could ask them if you can attempt to reseat and re-apply thermal paste yourself.

That is my usage and temps. Not sure really they should be at. Are those bad and if so is it enough to affect my performance that badly? If that's likely the cause, what can I do to keep the temperature down?

The gpu will throttle down to cool it self to safe temps...if your temps arent good. You probably need to manually set fan speeds to 100% or re-seat the heatsink and apply new thermal paste. I'd get in contact with your cards manufacturer and ask them if they believe there to be a fault.

I called MSI customer support. The guy seemed unhelpful and I told him of the terrible performance and constant 94 degree temperatures and he said they could replace it because it's still under warranty but the 94 degree temperature constantly is "normal" and I would have the exact same results if they replaced it. He said the bad performance is definitely due to "other factors" in my PC.
