MSI B350 PC Mate with amd boot kit (a8 9600) won't boot or post

Everything seems to be working fine, but i get no display on my monitor and usb ports don't work. I thought i had a dead board or something so I exchanged the motherboard from my local computer store and got a new one and still have the same problem. When i boot without ram it does 3 long beeps and the ez debug dram light stays on. When i try to boot it with one ram stick, it doesn't beep but it still keeps the dram light on. I have tried putting the ram stick in every slot and still get the same results. On my other ram stick, when I place it in the slots the cpu and dram lights flash. Cpu has a long flash, and dram takes less time to flash, i don't know if that's a code for something. Could there be a short somewhere on the motherboard because that would explain the usb and display ports not working right? any suggestions on how to fix this please let me know. thanks.
