Theres nothing in the manual about it and I can't seem to find anything else about it online

CPU: Ryzen 5 1600
Motherboard: MSI B350M Bazooka
Ram: 2x4 Gskill 3200mhz
SSD/HDD: WD Black m.2 250gb / 500GB HDD
GPU: Asus GTX 1060 3GB
PSU: Corsair CS450M
OS: Windows 10

Solution
if I'm reading the User's Manual correctly (page 34 Overview of Components : https://www.msi.com/Motherboard/support/B350M-BAZOOKA#down-manual)
That is the GPU LED that "indicates the CPU's iGPU is not detected and you need to install a graphic card."

Since you have a Ryzen, it's lit because there is no "iGPU". But my guess is that it's not seeing your GTX1060, either. So either the video card is bad (take it out and test in in someone else's machine), or, if the video card tests good, you've probably got a bad motherboard.

This assumes you have the video card properly seated in the correct slot on the motherboard, and any additionally required power cables are connected.

I could have swore I looked in that section.. I can't believe you found that. I think you're right! The PC worked for about a week and now the 1060 no longer outputs video. Also tested the motherboard with a different card and it worked. I'm pretty sure the video card is bad and I'm getting it RMA'd.
