MSI B360 won't POST, no Debug LEDs left illuminated

I am having trouble getting my new MSI B360 Arctic motherboard's BIOS to show. Here's what I currently have on my bench:
•A new MSI B360 Arctic motherboard
-24 and 8 pin power cables connected to a working Corsair HX850i power supply
•A new Intel i5 9600k CPU
•A new CORSAIR Vengeance RGB PRO 8GB DDR4 3000MHz C15 RAM installed to the second slot
•A working Zotac GTX 1060 6gb Amp edition GPU
-6 pin power cable connected to power supply
•A working DVI cable connecting the GPU with a working monitor

When I short the power switch connectors, here's what happens:
•Motherboard's inset LEDs turn on, and GPU fans start spinning
•CPU EZ debug LED turns on, then off after about one second
•DRAM EZ debug LED turns on, then off after about five seconds
•The PCIe x16 slot LED turns red (slot is in x16 mode)

And that's it. Nothing else happens and no EZ Debug LEDs are left on.

I already worked through the master no-POST troubleshooting guide but nothing is changed. Also note that the exact same situation occurs when no GPU is installed, leading me to believe that I received a bad motherboard, since the VGA LED doesn't illuminate when it can't find a GPU. Only other thing I could think of is that I need a BIOS update. I found the file on MSI's website, but don't know how to install it using a USB key. Any other ideas? I appreciate it!
 


Thanks for the fast reply. Is there a way to check for the current BIOS version without a display? I know some manufacturers print it on the motherboard but this is my first MSI board.
 


Ok thanks for your excellent help! I ordered a new one earlier today from Newegg that arrives on Tuesday that I could still cancel. Is there a good chance that one would have a newer version installed? Otherwise should I take it or my current board to my local PC store to have them install the update? It's frustrating having to shell out more money for an already expensive board that is advertised as compatible with this newer processor. Do you think there's any chance MSI or the retailer would reimburse me?

"Otherwise should I take it or my current board to my local PC store to have them install the update?" It's an option to consider, if not very expensive.
"Do you think there's any chance MSI or the retailer would reimburse me?" Try contacting the retailer and see if you can return the board and have them updating the board's BIOS, or buy instead a Z390 board.
 
I ended up canceling the new motherboard and picking up a cheaper compatible CPU. I installed it and updated the BIOS version, and now my original 9th gen works!! The store said I can return their CPU, so I don't even have to worry about getting reimbursed. Thank you again for the amazing support!
