MSI B450-A Pro boot led is on/Monitor issues

Bought a MSI B450-A Pro mother board and a msi radeon rx580 graphics card i dont have a hdmi port on my monitor which is a dell monitor which only has a VGA/DP port and DVI port. i've already tried moving the ram sticks around and nothing happens, tried booting without the graphics card plugged in or hooked up to the mother board and nothing still. it also does the 4 LED boot light sequences but then hangs up on Boot LED. i have pressed the bios flash back button but im not sure if that might have something to do with my problems. I dont have DP cable so i cant test that but i have tried dvi and the vga and neither works. any help would be appreciated

got the boot led to turn off but still no signal to monitor

Have had similar with Asus B450M-A. Discovered unplugging powered USB hub and lan cable, then unplug power for a min. then reboot.

Also make sure fast shartup is disabled in Windows power options.

Very very annoying.

disconnect powered USB hub.
