Question MSI B450 Tomahwak Max.; Green Display artefact after windows loading screen.

I bought new Ryzen 3600, G Skill Trident Z 8GB x2 DDR4 3200 MHZ, MSI Tomahwak Max B450 with a Cryorig H5 cooler. I am using graphics card, Zotac 1060 3GB, ssd and psu from my previous build. The problem is sometimes when the pc starts; right after the dotted circle windows loading screen I get a weird black screen. I have added a pic of it. I need to restart the pc then it works properly. This happened 3 times. I tried updating nvidia driver but same issue still. I have not tried updating BIOS. Also, the pc runs just fine. No issue with anything when the pc is running.

Please post your entire system spec including PSU make and model.
Do you still have the previous build to hand?
Ryzen 3600; MSI B450 Tomahwak Max; G Skill Trident Z 3200 MHZ 8GB x2; Cryorig H7; Zotac 1060 3GB, CoolerMaster G700W with Corsair Neutron GTX 120GB and WD Green 3TB. Yes, I still have the previous build.
 
My first thought is the the Zotac 1060 is starting to act up.
I hardly think so. it was running just fine in the previous build. I found several other people facing such artifacts with same CPU and Mobo. But the found no solution yet. They think its a BIOS issue or faulty board. I have upgraded to latest BIOS but no change in anything.
