Yes, the 212 will be fine. Just be sure you have good airflow in your case - a minimum of 2 120mm intake fans and 1 120mm exhaust fan, plus good cable management to provide the least restricted airflow possible.
Yes it is safe. It sets pretty conservative values and does not tend to be extreme. You would be better off to manually overclock for fine tuning purposes, but CC is okay to use for basic testing and o/c.

Will it be worth it to overclock a q8400 processor?
You'll see some improvement, but not a great deal. If you already have all the parts, give it a go - just go slowly (baby steps) and make sure your system is stable and within temperature constraints.
