Question MSI Dragon Center July 5th 2019 edition issues

Hello,

I had some issues with my PC where windows explorer kept freezing. Well I just decided it was time to do a fresh install. I did a refresh and when I installed the Dragon center for my MOBO it no longer has the option to find and update drivers like it used to. I'm fairly un-educated on driver installation because I've always relied on Live update for my old MOBO and Dragon Center for my new one. Anyone else having this issue or possibly someone have an install location for the previous version?
Anybody else having this issue or is it just me?
Windows 10 64bit Education Edition
Mobo: MS-7b17
Dragon Center Version 1.0.21.0

You can download the motherboard drivers manually from MSI. The MS-7B17 full model name is MPG Z390 GAMING PRO CARBON.

I know I can download the Mobo drivers from the page but the application Dragon Center updated all the drivers easily just scan and see if there is an update then update it. I'm really just trying to find out if they broke it and it's coming back or if I need to start doing them manually?

Well I jumped the gun on this. I have still been having issues just haven't come back to this post yet. Now is there any ideas. I have now uninstalled and re-installed in safe mode. Windows is up to date. I have tried running as an admin. Does anyone have any idea?
