The file is more than likely a config or settings file that needs to be loaded into the Msi program in question.
Since the .Msi file is the extension format used with a program such as, or in your case.
MSI files are database files, used by Windows Installer.
A Windows Installer .msi package contains standard summary information: Tables that describe the features that make up the application, pointers to the source files to install, and pointers to where to install the application on the client computer. The summary information stream contains some basic data about the package and the application that the package installs. This information includes the application name, the application publisher, and the version of the application as well as other basic information.
Step 1
Expand the Start menu in the bottom-left corner of your screen.

Click "Computer" to open the native Windows 7 file manager, named Windows Explorer. It displays your drives and folders in the left pane. If you click one of the drives or folders, you see its contents in the right pane.

Click "Organize" in the upper-left corner of the file manager and select "Folder and search options" from the drop-down menu. The Folder Options window pops up.

Click "View" near the top of the Folder Options window to see the view options.

Remove the check mark from the Hide Extensions For Known File Types option, in the Files and Folders section, to be able to see all file extensions.

Click "Apply" and then "OK" to apply the settings and close the Folder Options window.

Use the Explorer window to locate the MSI file you want to execute. It has a .msi extension. You can click "Type" at the top of the right pane to sort files by type, so that all MSI files appear together. If "Type" does not appear at the top of the right pane, drag the view slider to "Details" to display details including Type. The view slider is near the top right corner of the Explorer window.
Step 8
Double-click the MSI file to execute it and the Windows Installer application launches.
Step 9
Follow the instructions in the Windows Installer window to install the contents of the MSI file.
Please make sure, that after unpacking the .rar file that the resulting file at the location is not double compressed.
In such a case make sure you have winrar installed on your system and winzip also.
The file may have to be extracted again using winzip for example after you un rared it.
The second decompress if so, and it`s location and left double clicking on the file should start the windows installer process package of the windows os you currently have installed on your computer.
Or in some cases you right click on the file in question and select the install option in the drop down menu of windows.
