Msi files not installing on my ssd

I have two ssd one for windows and the other I recently installed for storage, which is the one that won't install msi files. I have already created a new volume for it, and I have looked up everything i could about it and tried everything (nothing worked). How can I solve this?

What .msi files ? They are usually meant for system/OS.
