MSI Geoforce GTX 1050 TI is stuck on HP Startup Screen

I just bought a new MSI Geoforce GTX 1050 TI to replace my GT 520 in my pre-built HP computer. I connected everything into the PC case and out the installation disc into the PC as well. When I startup my PC it doesn't go anywhere past the HP splash screen and it says to press ESC to access the BIOS menu but it won't let me do anything.

remove the card, use the built in to go to the bios


disable secure boot, enable legacy mode


save the new bios settings then turn off the computer and try to boot with the new card again
