Question MSI GS63VR Stealth Pro Laptop new cpu fan grinds/stutters and 0 rpm at 95 degrees

I have taken out my old cpu fan as it sounded absolutely terrible, probably coil whine, this happened when I let my little brother use my computer for one day to play Minecraft. No biggie, so I get a new genuine cpu fan and it rarely turns on, and when it does, it makes a weird grinding noise (for like a second) and stutters to start, worst of all, the rpm is 0 when the temps are around 95 degrees. I have a video which I could send you if you can help, thank you!

Quick two qustions have you changed the thermel paste and 2 have you connected the wires to MB correctly!

No I have not changed the thermal paste, I do have some lying around. And I’m pretty sure that it’s connected in the right spot since there is only one socket for the power for the fan. Would the thermal paste for some reason hemp the rpm?
