Should I go with Msi GTX 1030 aero itx with 14ms monitor, Is this a good setup for programming purpose and little bit of gaming

14ms response time on a monitor is pretty terrible unless it has excellent color reproduction, no real relevance to picking out a GPU though.

The GT1030 is an entry level graphics card. Basically the lowest offering available from Nvidia's current hardware stack. It is capable of light gaming, but it depends on what you want to play.
