yeah that 250 isn't something I'd attach to a valuable computer.

Getting a PSU and checking out if that's the problem would be my number area of investigation here because the problems are occurring when you go under load with 3D gaming. It's usually NOT the graphics card, though they do fail.

But could it be my overclock its +150 on the gpu and +550 on the memory is it the power or the overclock

definitely bring that OC down on the core of the video card, I have a pile of 1060's I mine with , I tend to not take the core over 100, the RAM is probably fine though, but you need to bring those back to stock and see if the issue clears up.

Try bringing it back to stock settings then follow some of the guidse here for carefully and incrementally finding out what you max stable OC is.

Disable superfetch
https://www.technipages.com/windows-enable-disable-superfetch

and disable windows fast startup.

Type Control Panel in the search box.
Click Control Panel.
Click Power Options.
Click Choose what the power buttons do.
Click Change settings that are currently unavailable.
Scroll down to Shutdown settings and uncheck Turn on fast startup.
Click Save changes.

And test that.

Have you tried (for the sake of argument) running phantom forces with the onboard video for a test? I mean remove the GPU, unplug the monitor from it, and attach the video cable to the motherboard instead. Yeah it's slower but it should still run that game and let us get the PC isolated from the GPU for a test.

Ok so i have been using my pc for i while now, my cooler is a lot better now its a thermalright silver arrow ib-e extreme
So i overclockedmy i5 to 3.8 ghz on all cores which is always under 60 degrees celcius while gaming
I have 10 gigs of ram now
BUT my 250gb and 500gb drives are running 400ms on average pretty sure its not suppuosed to be like this
I have 1x Seagate ST3250410AS 250GB and 1x Seagate ST3500418AS 500GB these are not in RAID
And the S.M.A.R.T status is good and I still have those lagg spikes

And my friend yeah he is just lying he doesn't have a 1080 ti or i9
