MSI GTX 1060 only one fan spins...

So I just bought a new MSI GTX 1060 6GB, it runs at idle temp in games so the fans don't spin to cool, when it reaches a higher temp though the back fan (the one without the red plastic surrounding it) spins at full speed and it's really loud and obnoxious. The other fan jolts as if it wants to spin but it doesn't unless I flick it then it spins and both fans go back to slow or idle. Then the same thing happens over, and over, it's annoying... Please help me, I have tried MSI Afterburner and made custom curves but it doesn't work.

If it's not working as you expected and it's within the 30 day window, it's always a good idea to return it to the distributor before you have to file an RMA with the manufacturer that will take much longer. A struggling fan is almost certainly a defect.
