Msi gtx 1060 usage drops to 0%

I got a new 6GB GTX 1060 MSI GAMING 2 week ago and I installed it, updated all the drivers, and the card works, however I get these stutters where my game almost freezes goin at like 3-5fps for 1-10 seconds and then continues on like nothing happened. I noticed that when the drop happen the CPU usage goes high while the GPU usage drop somewhere betweeen 0% to 5 %

PS: my specs are
CPU: i5 6600
GPU: gtx 1060 msi
Mobo: H170 gaming M3
PSU: EVGA 600 Bronze
HDD/SSD: Samsung EVO 850
ram:16gb ddr4 hyper x 2166mhzz

things i've already tried :
1)clean uninstall of driver with DDU
2) tweaking nvidia control panel perfomance , tried both adaptive and maximum perfomance , nothing changes
3) tough ram are only 2 weeks old like the gpu , i've tested them to be sure with memtest, no errors .
4) Monitored both gpu and cpu temperature under full load , maximum temp for gpu was 67° but usually around 60-65°C , Cpu stays between 50-55°c

In graphic settings have you run the game with Vulcan or DX12. I dont know if Middle Earth can run in Vulcan but if it can it could explain the drop in GPU and the peak in CPU. If so try playing the game in DX12 Nvidia cards only get about 3-4 procent boost in Vulcan son realy no need using it.

other than that i dont realy now what the problem could be. it might be that it comes from a bad batch so if your able try using a difrent 1060 and se if the fault prosist.

it happens in battlefield 4 too , and yeah every time the gpu usage drop the cpu usage goes up to 100% , for 1 to 5 seconds , then everything goes on like nothing happened , game doesn't crash nor gives errors , i'm so confused right now lol.

Also i tried to replicate the problem on Benchmark , but it seems that only games are affected by this drop , cause both 3dmark Firestrike and Timespy gave me very good results , and afterburner showed no drop while benchmarking.

Tried older version of nvidia driver , didn't worked .
tried to install games on the ssd instead of the hdd , didn't worked .

My issue is solved , too bad i'm not sure wich of the many thing i tried worked , i think it was a faulty driver , the AHCI driver in my opinion.
