MSI GTX 1070 Idle problem

I got the MSI GTX 1070 Quick Silver edition, and I've run into a problem. My card idles at 1582. It doesn't drop it just stays there. I've tried changing the power settings in the nvidia control panel, but that doesn't seem to be working. I'm using dual monitors if that matters. 2 1080p 60hz monitors. I've also noticed a bit of stuttering while gaming, but that may just be my ram needing to be upgraded.

I'm dumb I fixed it. It was shadowplay causing the high clock speeds.
