MSI GTX 770 Lag? Needs optimizing?

Hello, I recently bought a MSI GTX 770, and I have no idea if my card is running as well as it should be. I was told that this card would be able to max out almost anything, it can but with some lag. For instance, when playing ARMA 2, I get around 40, and it often drops to 25-27 fps. When playing Watch Dogs (which I know is laggy on all systems) it gets up to 80 degrees, and so does my processor, (intel i5-4670k). It isn't performing the way I thought it was going to, In GTA IV with everything maxed out, it hovers around 30 fps. Also, I ran a heaven benchmark, and got a score of eight hundred and seventy something. Is this normal? Or is my card just not running up to par? If so is there anyway I can optimize it? I am 16 and this is my first build, so I am a little new to this and I get a little scared when things don't work the way I thought they would with this computer. My specs are as follows:
Processor: Intel i5-4670k @3.4ghz (Stock)
Graphics Card: MSI Nvidia Geforce Gtx 770 2gb
RAM: 8gb 1600mhz G Skill Ripjawz
Motherboard: MSI Military Class Z87-G55
PSU: Corsair Cx-750m Semi-modular
Liquid Cooler: Cooler Master Seidon 120v (wouldn't reccommend)
Case: Thermaltake Chaser Series A31
Hard Drive: Seagate Barracuda 2000 gb
Optical Drive: LG CD writer/reader
I am using the stock heatsink

Specifically what drivers? I'm running on the latest drivers for my graphics card, and my motherboard. Before I got my graphics card, I was using the intel hd 4600 integrated graphics for about a month, could that have something to do with it not running as well as it should be?

net framework, directx, visual C++ etc.

while gaming, monitor your GPU and CPU and see if anything weird happens.
