Msi gtx 960 Throttling?

While benchmarking it throttles down it doesnt push it self unless it needs to from 30 to100% usage mostly 30 to 60% temps are good what gives?

according to the requirements, the 960 needs a PSU with at least 20 amps on the positive 12 volt rail and a total wattage of at least 400 watts. Is your PSU's +12v rail rated at least 20 amps?

750 psu with 32amp rail old card gtx 460 ran fine an that pulls way more juice , passmark8 & cinabench r15

In 3dmark11 and valley am on target with comparisons in Crysis 3 fps min 31 evething on ultra high .
