If I lower my GPU's fan speed in Afterburner to anything under 20% the fans will start and stop repeatedly. 20% is the lowest I can go and have the fans work correctly. Does that just mean that 20% (460 RPM) is the minimum speed the fans can run at?

Hey shnewpl

Have a look at the following regarding the latest release
http://www.pcper.com/reviews/Graphics-Cards/AMD-Driver-Updates-Changes-Performance-Fan-Speeds-R9-290X-and-R9-290/Catalyst

A GPU has its optimal performance temp, for instance even running a screen in 144Khz will push a card out of its idle state to the optimal temp state.

So does a card have its fail safe embargo to protect itself from people like you. xD

If i were you I wont take control regarding the RPM of a GPU, as it uses it to regulate himself. Feel free to play with the clock and ram. Just let the fan cool himself.

Even in idle state the GPU generates heat and needs to be a certain RPM so it will never go under its allowed RPM.

Sorry

if you are wondering it is the technology of the card. Maybe you should of considered buying a different gtx 970. The fans are only used when needed, therefore creating a very silent GPU. You can use speedfan otherwise and override it. To do this download openhardwaremonitor: http://openhardwaremonitor.org/downloads/

Once open, find NVIDIA GeForce GTX 970 in the list, expand the menus and you'll see controls menu. Expand that and right click 'GPU Fan' and choose manual and set your percentage.

Next time research the technology MSI brings to your card 😉
