msi gtx 970 high idle temps

So basically i have made a ticket too msi about this and i have seen a lot of people having the same issue but twice now i have had to reinstall my graphics card drivers because of this, i have noticed twice now and im scared it might of damaged the card that my gpu clock speed seems to get stuck on 1113 which is the max for this card even under no load i can be sitting on the desktop and this will happen and the only way i have found to get it to lower again is reinstalling the drivers which i did the first time which fixed it and it stayed at 135 clock speed under no load and went up on load down out of load which is normal so i was happy thought it fixed then today i thought i would check in i forgot all about it and i open msi afterburner and my clock speed is at 1113 again no programs open nothing so i do it again reinstall the drivers and i fixes it again and brings it back down, now i did not wait long this time but the first time i tested it on load the temp went up clock speed stayed the same then closed a game and the clock speed stayed at 1113 and my temp stayed at 59 degrees and would not budge same with the second time it was stuck between 50-60 degrees idle when its usually at 35-45 has anyone else had this and do they know of a fix as i tried reinstalling but it does not seem to of fixed it any ideas i have contacted msi but its probs gonna take a week plus for them to reply..... i am worried about the damage it could be causing

them card may have the -0- fan feature where the fans don't spin up until like say 55 or 60c is reached may look in to setting uo your own fan profile [some have a switch for that as well]
