msi gtx 970 missing 10-15fps

Alright so I'm comparing this to my friends perfomance and from what I've seen on youtube. In for example JC3 I'm missing anywhere from 10-20 FPS compared to what I've seen other people getting. I don't seem to be getting any better results in other games like GTA V, nor in 3D mark either. So when I'm getting about 65 frames, others are getting 75-80. It doesn't seem to be responding to changes made in Afterburner either. Does anybody have an idea of what it could be?

I'm very un-used to writing these sorts of things so let me know if anything's missing.

what is the rest of your rig ? 10-15 fps can easily be attributed to a better CPU for example.

Could also be temp issues throttling the card burn I am betting on cpu issues as well. Op - what isn your gpu temp and usage during gaming ?

CPU: FX8350 4Ghz
RAM: 8GB 1600mhz

I've been thinking that maybe my cpu is outdated and also that my old external HDD is way too slow for games to run correctly, as it's only 5400 RPM.

Temperature's are probably not the issue. CPU is at about 50-60C during load, and GPU is at about 65c
