MSI GTX 970 Not Working

I just finished my new computer build including the installation of a MSI GTX 970 GPU. The card lights up when I turn my computer on, has the proper power cables, and is plugged properly into the PCI slot. However my computer isn't recognizing it, the drivers won't install saying I don't have compatible hardware, and my fans don't spin. Is there any way to fix this.
 


Yes but when I put my monitor on auto detect it says no input and when I use the VGA to mobo I can't even find the card in device manager.
 

If I do that won't I get the same error message saying that I do that the necessary hardware to install?
 

Ok! I'll give that s hot, also I was reading some where that I can go into my BIOS and try to change some things around like initializing PEG. Is this something I should try?

 

While I was in the bios I used a device viewer feature to see what was connected to my mobo and could see every piece of hardware installed to my mobo except for my GPU. When I inspected both PCI slots they stated that they were empty. Do you think my GPU was DOA.
 


I am having the same exact issue with the MSI GTX 970 running windows 10 on a brand new computer (2 days old at time of post). In control panel under display adapters it shows up with a yellow "!" (exclamation). When I click on it, the device status says "Windows has stopped this device because it has reported problems. (Code 43)." My GPU doesn't show up in the Bios either. I've tried to uninstall it, disconnect and reconnect it, and even used DDU (Display Driver Uninstaller) to remove all of the drivers before installing the latest drivers from the GeForce website (multiple times). I've even tried to install older drivers, but nothing seems to work. I don't think I got a bad GPU because I've read so many forums with others having the same problem. I've spent about 8 hours on troubleshooting, but I'm still having the problem. Wish I knew what was going on here. I got the PC mostly for gaming, but when I start Arma 3, I'm only getting like 1fps using the default onboard Intel graphics. Obviously unplayable!!! Other games won't even let me start them. I just get a message saying that I don't have a GPU that can handle the game. So frustrating!!!

CPU: Intel i7-6700k (stock 4.0ghz - not overclocked)
GPU: MSI GeForce nVidia GTX 970 4GB (not overclocked - obviously)
MOBO: MSI Z170A Gaming Pro
RAM: 8GB CORSAIR DDR4-2400 (2 x 4GB)
PS: EVGA 600 Watt 80 Plus
