I think the MSI is slightly faster (1-2 frames) at stock, although they are both as quiet as each other.
I'd go for the Strix, although they're very similar.
You'll probably end up OCing just a little anyway.

All will be reasonably quiet.
In a case, I like the more efficient stock blower type coolers that EVGA offers.

Fancy fan type coolers do well in an open test bed, but in a case, you case cooling needs to ramp up to get the heat out of the case.
