MSI GTX980 doesn't get past booting

Hello. As my title describes, my pc won't boot past the Windows logo when the GTX980 is in.
The PC does boot in safe mode.
Specs:
I7 7700k no OC
MSI Z270 SLI-Plus
Corsair Vengeance DDR4 2400Mhz 16gb - 2 x 8gb
600watt CoolerMaster PSU
564watt effectively

I took 1 RAM module out to make sure that's not the problem.
I do not use any overclocks.

Here is what i have tried:
Uninstall all drivers manually and then install them again - didn't work.

I ran a memtest and everything is fine, no errors.

Uninstall all drivers with DDU and then install them again - didn't work.

Uninstall drivers and install them without the card in my system - didn't work.

Tried other cards: The GTX 1060 that i have works in it aswell as a 290X.

The drivers would install with the graphics adapter set to IGD (using onboard graphics with the GTX980 in the PCI-E slot and powered by the 2x 6+2 PINS)

The GTX980 powers up, both fans spin at startup en the led's are on.

The PC starts up, shows the Windows logo, then flickers for a millisecond on the page where you usually select the user and login. Then it restarts and does this 3 times. After that it gives me the option to do several things like rerolling or booting in safe mode.

UPDATE
I updated the BIOS to the newest version, the problem remains.

I disabled powersaving on Windows aswell as on my monitor.

I tried several PCI latency timers.

I set the PCI-E powerlink to disabled.

UPDATE 2
The problem remains.

The device manager says code: 43 (driver issues).

I have tried to just install the driver manually without any other thing like nvidia audio etcetera.

UPDATE 3
At startup my PC now comes with another error: VIDEO_TDR_FAILURE
Nvlddmkm.sys failed.

Does anyone know what tot do?

Hello, thanks for your reply! it's a cooler master rs-600-acab-d3 from 2014 i believe, it says its 80+ efficiency. The 564 watt is shown on the PSU itself.
