I recently changed my mobo to the MSI H97 Gaming 3 motherboard as my old one was slightly damaged and lacking in some areas. I also bought two new Kingston HyperX Fury DDR3-1866 Memory sticks to go with the pair I already had (All the same model). When I originally rebuilt my PC with the 4 ram sticks onto the H97 I didn't have any issues with it and was able to start windows, since my CPU was running hotter than it should have I decided to reapply thermal paste. After reattaching the CPU cooler my PC would boot then shut down again in a loop, I tried checking the CPU pins first but that wasn't the issue, so I removed two ram sticks in DIMM1/2 the first two slots closest to the CPU.

After that the PC booted, since then I've found that the PC won't boot with any ram sticks in DIMM1/2 but while in the bios I found that the mobo still recognises the ram sticks in those slots if I put them in after booting with just 8gb so it doesn't seem to be an issue with the slots.

I've tried updating the bios, resetting cmos, oc the memory, increasing voltage (although it doesn't seem to change at all and it keeps switching from 1.488 > 1.500) and even tried loosening up the CPU cooler screws. None of these changed anything, I am unable to run in Dual Channel mode either with 8gb as I can only use DIMM3/4. What could be the issue may be the fact that the board only supports up to 1600mhz but it was able to run the first time I tried it. Will I need to ditch this mobo and buy one that supports 1866mhz ram sticks or can I still tweak it to support the sticks?

Here are some of the rest of my specs if it matters:

CPU i7 4690k (Noctua NH-L9i cooler)
GPU Sapphire Radeon R9 390
PSU Corsair CX 750W 80+ Bronze

Turns out when I was fiddling with the CPU I must have damaged one of the pins and moved it out of its place, the pin was on the side next to the ram slots, at the edge of the cpu section. I managed to move it back to what seems to be its place and I can boot now with all 4 rams installed.
