Question MSI MAG B550 Tomahawk won't display BIOS after EZ debug LEDs go off

I have a new build with:
  1. MSI MAG B550 Tomahawk MB
  2. AMD Ryzen 5 3600 CPU
  3. T-Force DDR4 3200 (2x16GB) ram
  4. MSI Radeon RX580 video card.

CDROM and Seagate Drives all functional when running on other systems. The graphics card works fine in another system. Have swapped cards with an older ASUS Radeon R7 260 DirectX 11.2 R7260-1GD5 1GB 128-Bit GDDR5 PCI Express 3.0 HDCP Ready CrossFireX Support Video Card. Same problem.
The system slowly runs its POST checks via the LEDs. A few times the VGA LED stays lit a bit long. Once past that there is not video output on the screen. Its a direct HDMI connection, the monitor recognizes there is a connection on the proper HDMI port. No BIOS start up screen at all. This is the 2nd MB and 2nd CPU tested. All parts are installec correctly and tightly.
The Corsair CX750M power supply tests correctly using a multimeter. What else is there to test that would cause this problem??
