this is my second pc build and the first one went great i had not problems at all. i wanted to build a new pc because i wanted better stuff so i bought a i74790k, 16gb ram,r9 290, evga 850w psu, and the msi z97 gaming 5 mobo. i followed all the instructions and when i went to turn on my pc the motherboard would click then restart over and over so i turned the psu off and checked all the wiring it was fine. then when i went to turn it on again it did the same thing but this time the lights on the mobo turned red and smoke started coming from the bottom.

Hi

Do you mean smoke came from underside of motherboard?
If so look for mounting pillar in wrong place causing a short circuit
Probably needs a new motherboard

See if burn marks visible if all mounting pillars in correct locations
(Eg matching mounting holes in motherboard)
