Question MSI Nvidia GeForce RTX 2060 SUPER Fan always at 100%

Hello,

I've just bought a 2060 SUPER and I'm having an issue, where the front fan spins at 100% speed as soon as I reach Windows login screen and it never stops.

Changing GPU fan speed through MSI Afterburner has no effect (number changes in the application, but has no effect on the actual fans).

Today I have re-installed Windows, updated my motherboard's BIOS to latest version (Version 4101), and have tried multiple Nvidia drivers. (451.48 and 446.14), issue still persists. (Fan goes back to normal whenever there is no driver, and goes back to 100% mid-install).

What makes it even more catchy is that I have tried the card on my flatmate's PC and there were no issues (fan did not go to 100%, and I was able to control the speed through MSI Afterburner).

My specs:
Motherboard: ASUS X99-A Intel X99 LGA 2011-v3
CPU: i7-5820K
GPU: (old) GeForce GTX 970 2x (SLI)

Flatmate's specs:
Motherboard: Gigabyte Z390 Aorus Elite Intel Z390
CPU: i7-8700k
GPU: GeForce GTX 980

Is it perhaps the motherboard being too outdated, I really don't know at this point.
