The best value for money 1060 is believed to be the EVGA 1060 SC version. Its small (good for itx builds) and a high clockrate.

The MSI Gaming X is the only one from both brands to have a backplate, RGB lighting and different OC profiles if thats important to you, but costs the most.

At the end of the day they are all virually the same, the only difference is coolers and slightly different clocks (which is reality only give 1-5 FPS difference before manually overclocking.

I have always liked EVGA GPUs

Really good factory overclocking, good support, but it merely depends on the model you are comparing

Solution
Either is a good choice, but to be honest neither is optimal.
In the 1060 range the ITX versions are the only ones I believe EVGA are making, or the only ones i've seen at least, they offer decent value but performance is eeh, and I don't feel comfortable with their cooling capabilities given its a full desktop system and not an ITX build.
Gigabyte is actually the best value at the moment, as they provide desktop variants with better boosting and cooling for a good price.

With the versions above the SC being more expensive of course, but offereing higher boost clocks (even though these things boost themselves way over the boost clock if they are running cool enough)

The SC verison has the highest boost clocks for the money though 1835mgz boost (more than most of the 1060s out), and the cooling is actually quite fine for only being a single fan design, but like most I would prefer the 2 fans just to push more air around.
 


Seeing how thats a overclocking board, a 4670k, 4690k, 4770k, or 4790k will ultimately be the best choices for it.
But otherwise, just pick the best i5 he can afford
