MSI R9 270 fan not spinning

I was admiring my new build through the side of the case and I noticed that one of the fans on the MSI R9 270 isn't spinning, Is that normal? I checked the GPU temperature and it was sitting at 38 degrees celcius.

The fan which is not spinning, moves every now and then as if it was trying to spin but was not. Is this normal?
 
Thank you for your reply Shadow. The fan is definitely moving from side to side very slightly. I put the card under stress by playing battlefield 4 and then I used Techpower GPU-Z to check the temperature which was at 72 degree celcius. The fan did NOT switch on when it was under this load.

This article seems to concur with what you are saying that the gpu got to a maximum 63 degrees celcius when under heavy load (but this was the very hottest of all the readings they took).

If the Techpowerup gpu-z reading is correct it is getting hotter than it should and why would it be juddering like that? Surely that is not normal.
 
Thanks once again Shadow. I just had a fiddle with the VGA power cord and also span the fan around in case it was stuck on something and it has started spinning as normal when I switched it back on. I will email MSI anyway as I am wondering why this occurred in the first place, as it may happen again if it is a loose connector. I presume reaching temperatures in the mid 70s wont have damaged the card.
