MSI R9 280 Gaming (non x) able to run on a 500w PSU?

Hi, I'm in the process of building a new computer and am wondering if the video card I've gotten requires a power supply upgrade. The motherboard is an ECS H87H3-M and the processor is an Intel Core i7 4770. The graphics card in question is a MSI R9 280 Gaming 3GB (non x). The power supply is a Cooler Master 500w with two 12v rails with 16 amps on each. It was left over from my old computer and is in good condition. Any help would be greatly appreciated.

I've seen 780's run on 400w . Unless you're running the card on max 24/7 then 500w will be plenty.

No, is definately not a good idea, the R9 280 requires a bare minimum of 21 Amps on the 12V rail.
