As the tittle says, my years long R9 290 Gaming 4g is overheating to 94c, the problem is that it is throttling, running around 700mhz. I have tried to change the paste, I even did 2 different pastes Noctua NT-H1 and Thermalright TF7. I have another R9 290x with reference that rocking solid 1000mhz++ with 94c. Custom coolers are supposed to run cooler than reference right? What seems to be the problem?

Solution
I've tried it on and off, temp goes the same. Im using Corsair 275r Airflow with 2x120s at intake and exhaust (so, total of 4 fans)

For psu, Im using Super Flower Leadex II 750W. Could it be the psu fault?
It could be, but I seriously doubt it unless it's pretty old.
Superflower is or at least used to be a great brand.
if the same psu is fine with the other card it must not be the psu

This must me an issue with cooler contact on the gpu die.
Maybe the damage was already done when you corrected the issue.
well it could be any number of things
poor case ventilation being the first that comes to mind
If you have fans you could be creating the wrong pressure
What happens when you leave the side off of your case?
It could be power delivery psu quality could be degrading (longshot)

Let's hear how it goes with the side off of the case

Try installing the cooler from your reference card on to your overheating card and see if it makes a difference. Then you know the issue is with your die to cooler contact.

In that case you could either:

a) Order a new cooler for your model if you can find one on Amazon etc.

b) Order a NZXT Kraken type of bracket compatible for a 290 and a cheap liquid AIO cooler, it would be a nice upgrade for your card. For your VRMs on the PCB just add high quality thermal pads and/or VRM aluminium fins which are really cheap. the Kraken bracked comes with a fan over the rest of the pcb so you will be fine.

It would cost you less than $100 for alternative 2 , but it would be much better than shelling out the crazy money for a new GPU in the current market,
