MSI R9 390 Black Screen

So after a long battle between my computer, other threads, and I, my resources have been exhausted and I need to ask you all this question: Why does my graphics card only show a black screen.

What happens: When the graphics card is installed, turning on the computer with the HDMI cord plugged into the 390 results in no input for about a minute or two, then the input is simply a black screen. I can use the Intel HD graphics fine when the 390 is not installed.

What I have tried:
  • Turning it on and off
    Removing GPU and reinstalling
    Updating BIOS
    Resetting CMOS battery
    Deleting Drivers using DDU and then updating the driver
Anybody got any suggestions?

My specs:
MSI R9 390
GIGABYTE GA-B85M-DS3H-A LGA
CORSAIR CX-M series CX500M
Klevv Fit 8GB (2 x 4GB) RAM

Has the GPU ever output a display?

If it's never output anything and, given the troubleshooting you've done, it sounds likely you either have a defective card, or your PSU is incapable of powering the setup adequately.

I'd personally look to the PSU before the GPU from experience, but I guess the odds are probably 50/50.

I have used it for about 8 months now with issues starting a month ago with flickering, crashing, drivers not working, etc. but all issues were fixed until new ones came up. This issue is a recent event caused by Fallout 4 with heavy mods crashing the entire system.
