MSI Radeon R7 250 not working

I just recently purchased a MSI Radeon R7 250 (it says Afterburner on the box) for my PC to finally replace my Nvidia 7800 GT. Problem, it's not working. I'm not sure if it was DOA or not, but I do know that my PSU is 400 watts. I'm just beside myself, I tried everything I could think of minus removing the CMOS battery. I don't really have the money for a new PSU at the moment either.

And yes, I tried reinstalling the original drivers for the mobo's video as it's a Radeon as well. I'm having issues removing the Nvidia files due to things I can't explain. I can't get rid of the control panel for it in Windows control panel. The programs in "Programs and Features" were saying that modules were missing even before I tried deleting everything from the registry.

Point being, I'm sure that things will be better once I figure out on what else I could do to make sure the new video card wasn't DOA. Can anyone help?
 


I forgot to mention it earlier, my displays stay black. Like "no signal" stays on the screen. I'm still trying to figure it out.
 
It's a custom biuld, but the mobo is an BIOSTAR A880GZ AM3+ AMD 880G. Here's a link:

I bought it a couple years ago as part of a Super Saver Sale on Newegg. I was trying to make a decent budget build at the time. They don't even make these anymore. However, it's the best mobo that I have in the whole house (and the only one that has a PCI x16 slot). I've been needing to get a new video card for years, it's sad that my Nvidia 7800 GT is actually stronger than the on-board Radeon 4200 HD. Anywho, I need to figure out how to get this to work or else I just wasted $83.
 
I figured that I should explain the diagnoses more properly as I just tried it again:

After installing the card and turning on my PC, the screens say "no signal", the LED on the front (not the power but the other) only blinks that first time when you turn it on and doesn't blink again, and I don't get the "beep" I normally hear when I turn the PC on. And yes, I have the little speaker on the case hooked to the mobo so it can do that. the power just runs when I turn it on, that's all. Well, the fans run and I can feel the hard drives move when I touch them... but that's about it.

I can only assume that either the card was DOA or that my PSU isn't 400 watts like it says.
 
Yeah, that's what I'm using right now. I already tested it with two other PSUs that are supposed to be over 400 watts as well. I'm probably going to just return it and get another.
