Question MSI RTX 2080Ti Gaming X Trio only running at 50% utilization in some games? No idea why.

I recently got a MSI RTX 2080Ti Gaming X Trio and noticed something a little odd. In many games @1080p(yes I know 1080p with a 2080Ti? I play some competitive games where high fps are needed) the fps seems throttled at around 50%. This isn't CPU throttling, which was my immediate thought. My CPU a 2700X utilization is maybe 60%, so at some point yes, it would cause a bottleneck. No, this is specific to this GPU. My 1070 fps was yielding maybe 15% less than the 2080Ti. Also when tested with Superposition benchmark 1080p extreme was averaging 67fps, while at 4K optimized was giving an average of 101fps. Yet in Furmark's 1080p preset benchmark my 1070 will give 75fps, and the 2080Ti gives 229fps. I'm getting these odd and inconsistent framerates across different benchmarking tools and more importantly, games. Could this be the card trying to adopt an ray-tracing mode, and nefting itself? If anyone has any theories, or knows why this is happening I'd appreciate it.

I know some of this is mismatched, but it's a work in progress. I tend to buy something decent then skip a generation or 2 leaving more time to save between purchases. Like skipping 3rd gen Ryzen to afford a better 4th gen next year. Go with what works for you.
